Visalia Police arrested a burglary suspect this weekend.

34-year-old Andrew Langley is accused of stealing from the same downtown boutique multiple times.

On Saturday, Visalia's Pipkin Detective Agency made a citizen's arrest on Langley at Visalia's Oval Park before police arrived.

Rocky Pipkin says Langley stole hundreds of dollars worth of jeans from Envie boutique and intimidated their employees.

Langley was booked into the Tulare County Jail, but released and cited to appear in court at a later date.

Pipkin says that was disappointing news to the boutique's owner.

"Unfortunately until the law changes, people like this are going to be able to run amok and steal whatever they can as long as it's under $1,000 and have very little accountability," Pipkin said.

Pipkin says his agency will continue to work with businesses to keep downtown Visalia safe.
