It happened on northbound 99 near North Avenue. Skid marks show the spot where the driver lost control. The car went up onto an embankment and hit a tree. Part of the tree was still stuck to the car.
Highway Patrol officers said the men ran away, but a correctional officer caught them and held them at gunpoint.
The driver was given a sobriety test and both men were taken into custody.
