The shelter is being built near Castle Airport in Atwater and will feature a total of 300 dog- and cat-runs. That's more than five times the capacity of the current shelter, which is more than 30 years old.
Officials say the new; state-of-the-art building also offers special amenities for pets and their prospective owners.
The shelter is expected to open in January.
