Voters go to the poll on property rights

California voters are set to decide on two hotly-contested property rights initiatives on Tuesday's primary election ballot.Proposition 98 would protect property owners from eminent domain which is the government's power to seize private property for development, but it would also phase out local rent control ordinances for apartments, duplexes and mobile home parks and make it easier for landlords to evict renters.

Proposition 99 calls for weaker limitations on eminent domain, but it does not address rent control or evictions.

Both initiatives would require governments to pay property owners fair market value for their land.
