Sex offender tracking plan delayed

FRESNO, CA

Mayor Ashley Swearengin would have allowed the police chief to use seized money to pay for the monitors. Fresno would be the first city in the state to electronically track sex offenders for life.

In question is whether Jessica's Law, a 2006 ballot measure that mandates lifelong monitoring for certain sex offenders, can be interpreted to carry out the program.

The program was to be Swearengin's first policy initiative. The city is awaiting a ruling from the state attorney general.
