May 27, 2009 12:00:00 AM PDT
North Korea has reportedly re-started its nuclear power plant capable of making weapons-grade plutonium.A South Korean newspaper reports U.S. satellites detected steam coming from a nuclear facility at North Korea's main plant. That could indicate North Korea is again harvesting plutonium.

Tuesday, North Korea also test-fired another short-range missile its sixth test this week. And Monday, it conducted an underground nuclear test.

The United Nations is considering stricter sanctions against North Korea and another, legally binding resolution against any further nuclear activity.
