The man who was shot by a Porterville Police Officer has been identified as 25-year-old Joe Bowles of Tulare.
Investigators said Bowles was suspected of trying to steal cars in an area under surveillance by authorities. They also said the officer opened fire when Bowles got into a struggle with authorities.
Both Tulare and Porterville Police are investigating the shooting.
