Schwarzenegger signs water system bill

SACRAMENTO, CA The bills, passed this week after an all-night session of the Legislature, provides money for building new dams, restoring the delta, and cleaning up polluted groundwater. Although California is already saddled with debt, the plan requires voters to pass 11 billion dollars in bonds.

"Mark Twain once said whiskey is for drinking, but water is worth fighting for. And I think that's what's happened over the past few decades," he said.

The governor points out the system we have now was designed when California's population was 18 million and it's more than double that now.
