He was listed in stable condition Saturday night and is expected to recover.
The shooting happened just hours earlier around 2 p.m.
Action News cameras arrived on scene minutes after it happened.
Fresno Police say the teen was standing in front of his apartment when someone either drove by or walked up and shot him.
When paramedics arrived on scene, neighbors were already trying to help the young victim.
"On our arrival, it was refreshing to see neighbors and witnesses assisting the victim. We actually had one lady that came out with a bottle of oxygen to attempt to assist our victim," said Lt. Burke Farrah, Fresno Police Department.
Fresno police said it's possible the shooting may have been gang related, but at this point, they're not sure of the motive.
Although they're not calling this a drive-by shooting, they say there was a car somehow involved.
It's being described as a small, grey four door vehicle.
