The 56-year-old Bass -- a Democrat who was the first black woman to lead the Assembly -- will step down as speaker on March 1 but remain in office until later this year.
She enters the House race a favorite to replace Watson in a seat that has been held for years by black politicians.
Bass made the announcement in Los Angeles.
