Porterville Police will not face charges over shooting

PORTERVILLE, Calif. In January, officers shot 27-year-old Vincent Steen. Police say Steen was riding his bike when an officer stopped him for a traffic violation. There was a scuffle and a chase to Steen's house where two officers shot and killed Steen.

Tuesday, the Porterville Recorder reports, the Tulare County District Attorney's Office has decided not to file charges against the department for the shooting.
