The Democrat from San Mateo says he wants to lower the fines because, in his words, "the punishment should fit the crime."
But in some cities, the majority of tickets from traffic cameras come from right-turn violations, so decreasing the fine could result in a loss of government revenue.
Hill's proposed law will head to its first Assembly committee in June.
