The shooting happened around 10 p.m. Sunday night in the 200 block of West 12th Street in Merced.
Merced Police say they found Jorge Chavez dead at the scene.
Investigators say Chavez was driving down 12th street when he was shot. His car struck a parked car in the area.
Police say no one else was in the car with Chavez, but a nearby apartment building was hit by gunshots.
The shooting is still under investigation.
