Mckinney served in the U.S. Army Air Corps before being hired by the Fresno County Sheriff's Department as a court bailiff.
Four decades later he became sheriff.
After retiring, McKinney offered a twice-weekly commentary here on ABC30.
Thursday's memorial service is at Saint Anthony of Padua Catholic Church at 5770 N. Maroa Ave., south of Bullard.
It begins at 10 a.m.The public is invited to attend.
