The State Department of Water Resources is increasing the year's water allocation to 80-percent of contractor's requests. The department's first estimate for the year was just 25-percent, but heavy rain and snowfall boosted projections.
Rainfall in California is at 116-percent of average for this time of year and snowpack is 167-percent of average.
Most of California's reservoirs are at or above average levels.
