Paisley, 3, was wearing the infamous blonde wig, midriff-baring top, tight, blue skirt and the thigh-high patent boots -- while competing in a beauty pageant. The pageant was aired on the sometimes controversial show "Toddlers And Tiaras"
Paisley's mom defended her choice of costume. She says she made it herself and it was meant to be funny -- not sexual.
Ultimately Paisley won "Grand Supreme," the highest title in her age group.
