Anthony Shepherd faces hit and run charges now, but his attorney says prosecutors have notified him they'll dismiss the charges because prosecutors plan to file new charges of gross vehicular manslaughter.
Shepherd is accused of driving a vehicle which crashed into Anthony Caro and Jesse Lujan. The 17-year-olds both died.
A family friend who did not want to be identified hopes the new charges bring justice.
Shepherd has two prior felony convictions in Fresno County.
