The child is in stable condition at /*Children's Hospital Central California*/. Police are investigating whether /*Diana Ochoa*/ may have been under the influence of drugs or have mental health issues.
/*Anahid Moukhtarian*/ said, "I saw the naked baby, just front of here, front of my house, it was terrible, I start shaking, I start crying and I called the police right away."
Some neighbors had trouble sleeping Wednesday night after they found a naked, bleeding toddler sitting alone in a field near an apartment complex.
Anahid Moukhtarian rushed to see what was wrong with the screaming child. "I saw her voice is crying and I ask her, what you doing, what's your mom. She said, 'I want my grandma, I want my grandma.' That's all she was telling me until the ambulance comes in."
Fresno Police Sergeant Liz Marmolejo says investigators are waiting for toxicology results and a mental health exam to determine what prompted the suspect, Diana Ochoa to strip herself naked and also undress the child.
Witnesses say Ochoa was beating the girl before she left her alone. Police say the child is Ochoa's niece.
/*Sergeant Liz Marmolejo*/ said, "A lot of the details are still sketchy, we're still in the middle of the investigation so there aren't a lot of things known as to why she had the child or what her responsibilities were for the child."
Witnesses say Ochoa ran from the scene, and began darting in and out of traffic near Sierra and Fresno. Initially, those who found the toddler, did not know she was related to the other police activity nearby.
Investigators say it was clear to officers immediately, Ochoa had some serious issues.
Sergeant Liz Marmolejo said, "One would tend to believe she was under the influence of drugs or illegal substance."
Action News has learned Ochoa was evicted from her apartment in Central Fresno last year for not paying rent for two months. She also received a ticket in 2009 for being a passenger in a car with an open container.
Ochoa is in the Fresno County Jail. She is facing felony child abuse charges.
It's unclear where the child's mother is right now.
