Even though the storm is expected to drop several inches of fresh powder, the dry winter has affected many businesses in Shaver Lake that rely on a good snow season.
The latest snow survey has California's mountain snowpack water content at 30-percent of normal for this time of year. Water allocations are also down from previous years. Water experts say this storm alone won't be enough to change the latest snow survey.
Michael Jackson with the Bureau of Reclamation said, "We're going to need a series of storms, like what we've seen so far, we've just gotten a day here and a day there."
Experts say it's still possible that late-season storms in March could salvage the water year.
