The residential property is located at 15250 Woodglen Drive, in an upscale neighborhood. It allegedly houses women who travel from China to give birth to give their babies American citizenship.
The city issued a restraining order Tuesday for code-enforcement violations.
San Bernardino County Superior Court Judge Keith Davis issued a judgment against the owners of the property, Hai Yong Wu and Los Angeles Hermes Inc.
"The defendant, Hai Yong Wu, has agreed to take a series of steps to bring the property back into compliance with local codes in the next 210 days. The property cannot be occupied until the corrections are made," said Chino Hills City Attorney Mark Hensley.
The property is currently vacated. It is forbidden from being operated as a business.
Some of the violations included failure to provide smoke and carbon-monoxide alarms, failure to provide emergency exits or proper ventilation, and exposure of electrical wires.
Officials say there have been complaints about "maternity hotels" in Rowland Heights and Hacienda Heights.
