The 18-year-old national guardsman was riding a motorized scooter at the time.
The hit-and-run happened Saturday night, near the intersection of Fairmont Drive and Cardinal Street in Los Banos.
Fernando suffered major head injuries and died at the hospital. Authorities say the suspect is cooperating with detectives and has provided details about the crash.
