"The emotions for me are the same as for my constituents. They're frustrated, upset, that we're not doing business and I'm frustrated and upset that we're not doing business," Costa said.
Congressman Devin Nunes said lawmakers are doing what they can to make sure furloughed employees get what they deserve.
"At the end of the day we still have a responsibility to make sure that people who need to need their paycheck, get their paycheck," Nunez said.
The house passed a proposal to pay furloughed federal employees 407 to zero. It's expected to pass the senate. Though there's no timetable when that will be. "We still have Harry Reid and the democrats in the senate who don't want to bring that bill up for a vote," Nunez said.
Costa said he suspects the senate will act on the proposal since The House of Representatives passed it unanimously. But when it comes to ending the shutdown party leaders have taken a more uncompromising tone, and at the center of it all, healthcare reform.
"Our position on Obamacare is very simple, no special treatment under the law it is to delay the individual mandate and for everything else we are funding this government," House Majority Leader Eric Cantor said.
House Minority Leader Nancy Pelosi said, "The idea that we're going to defund, overturn or delay the affordable care act, that's not going to happen."
There is another deadline in the horizon. Soon lawmakers must decide on whether to raise the debt ceiling or the government will default.
"The main thing is that we come together in a bipartisan fashion...that's the only way we're going to get things done. We're approaching a debt ceiling on October 17 and we certainly don't want to be messing around when the whole United States credit is at stake," Costa said.
"What it really does is show how congress is going from government crisis to government crisis, and we really need president Obama to step up and lead," Nunes said.
