Carlo Mitchell, 68, has been identified as the winner who matched all 5 numbers and the Powerball number in the October 22nd drawing.

The winning Powerball ticket was sold at the Fast N Easy on Shields and Armstrong in Fresno. The store is expected to receive about $1 million for selling the winning ticket.

Mitchell was set to be introduced to the public through a press conference but requested it be canceled.

This was the first winning Powerball lottery ticket sold in California. California state law requires that the California State Lottery release the winner's name and the name and location of the retailer where the winning ticket was bought, but a press conference is not required.
