Man arrested for exposing, touching himself in front of kids

Police arrested a 37-year-old man they say after he was caught masturbating out in the open at Reedley High School.

Police arrested a man for repeatedly exposing and touching himself in public. Reedley Police Chief Joe Garza said the crimes happened right in front of children.

Police arrested Efrain Chagolla Vallejo, 37, they say after he was caught masturbating out in the open at Reedley High School. He's no longer locked up because a charge for that is only a misdemeanor.

Police say Vallejo is becoming known around Reedley for exposing himself to children. Chief Garza says Vallejo was arrested after employees at Reedley High spotted him masturbating while watching cheerleading practice.

It's pretty disturbing," said youth cheerleading Coach Brianna Rodriguez. She had just heard the news of Vallejo's arrest. She told Action News she's disturbed to hear someone publicly exposed himself to kids.

"I think it's really unclassy and something that should be saved for behind closed doors," Rodriguez said.

Chief Garza says for months his officers received reports of a flasher all over town, including Reedley College and Reedley High School, where Vallejo was spotted and later arrested.

"The individual has some problems, some issues that have to be dealt with," Garza said. "This is just very unfortunate. Victims of that age, or any age should never be subjected to anything like this."

Detectives have tracked an unidentified flasher since late last year. Now police say they're working to tie Vallejo to several incidents. So far he is the suspect in two other cases, with four victims -- including a disturbing situation involving very young girls.

"Two small girls were actually walking home from school and the subject drove up passed them, got out of the vehicle, approached them and asked where they went to school, then started masturbating in front of them," Chief Garza said. "Just a very sick individual."

Police say Vallejo is a repeat offender and they want people to keep an eye out for any suspicious behavior from this man. Vallejo was released with just a citation after his arrest. Police say he could face additional charges if he's tied to other indecent exposure cases.
