Dealer who implicated former Fresno Police Deputy Chief sentenced to 40 months in prison

FRESNO, Calif. (KFSN) -- The heroin dealer who implicated former Fresno police deputy chief Keith Foster got sentenced to 40 months in federal prison Tuesday.

Rafael Guzman pleaded guilty to conspiracy to distribute and possess with intent to distribute heroin. He could have faced 20 years.

Guzman implicated Foster in his admission to the court, but the admission can't be used against Foster and his attorney tells me Guzman will not testify against anyone involved in the case.
