Man accused of kidnapping woman, shooting at bystanders in Visalia

FRESNO, Calif. (KFSN) -- A man is accused of kidnapping a woman during a domestic dispute and shooting at the people who tried to help her.

Visalia police arrested Dominic Harper early Saturday morning. They say the 34-year-old dragged his victim to a vehicle and then backed it into her. Several bystanders tried to intervene, but officers say Harper pulled out a gun and fired several rounds toward them.

He then led police on a high-speed pursuit with the woman in his car, before crashing into a tree near Center and Hall avenues. The female passenger suffered minor injuries, but no one else was hurt.

Harper was booked into the Tulare County Jail on several charges including kidnapping, assault with a deadly weapon and felony evading.
