Police have 29-year old "Nevada Tara Rodriguez" in custody.
They say she's one of the women seen with the suspect just before the attack.
A surveillance camera took her picture as she and another woman entered a "ROSS dress for less" store.
Investigators say the image was captured at the same time a DMV investigator and CHP officer struggled with wanted parolee Gilbert Jimenez in the parking lot.
34-year old Jimenez was shot three times after police say he tried to stab an officer, but managed to drive away.
He later crashed the van, was arrested and taken to the hospital.
Police are still trying to identify the other woman and a man who was briefly detained before the shooting.
Police are asking for the public's help in learning the identity of the other two.
