It happened outside of Kohl's department store near Riverpark shopping center. Minutes later officers spotted the car in the southwest area.
They chased the stolen car until Brooks collided with a van at Belmont and Weber Avenue. Officers say Brooks then jumped out of the car while it was still moving. The car crashed at a nearby air conditioning business.
Officers say Brooks tried to run away, but officers caught him. No one was seriously hurt.
