Joan Beall's Friday evening was quiet until she said Johanna Ramirez frantically walked up.
Beall said, "She come up the drive way to the boys. The dogs were barking and she had her hands zip tied together, barefooted and all of her clothes were ripped apart."
Beall at first described Ramirez's story as scary. Ramirez reported two men broke into her Tulare home and tied up her hands. Ramirez also said the men abducted her and her 3-year-old daughter... Driving them near Beall's home. But Beall said the story just didn't make sense.
Beall said, "She just kept adding to it. Then they had masks ... Then both kids were at the house ... Where's your car ... I don't know."
Investigators eventually found Ramirez's car with the 3-year-old tied up. When investigators asked the girl who did it the girl blamed her 23-year-old mother.
We tried to get a comment from Ramirez's family but we were unsuccessful. The woman is facing charges from kidnapping to filing a false police report.
