Rice departs predicting a world free from tyranny

WASHINGTON

The outgoing secretary of state was greeted today with thunderous applause. Her thanks to staffers came with optimism and a wish for a world "in which every man, woman and child will be free from tyranny."

As the first African-American woman to serve as secretary of state, Rice says her story shows how far the U.S. has come in social progress. After she spoke, she plunged into the crowd to pose for pictures and shake hands, tears welling in her eyes.
