He served in Germany, and with the Joint Special Operations Task Force for the Trans-Sahara, focusing on al-Qaida operations in northern Africa.
Despite the recall to duty, Westerlund won his second term while he was overseas in June.
Paul Caprioglio filled in on the council during Westerlund's leave of absence.
