Detectives from the Merced County Sheriff's Office arrested the teenager at a home south of Atwater late Thursday afternoon.
He's now being booked into the Merced County Jail on charges of child endangerment and possession of a sawed off shotgun.
The seven year old victim was flown to a Sacramento area hospital with a gunshot wound to the back of his thigh.
Deputies are still investigating whether the shooting was intentional or an accident.
