He also claims a full-time legislature has created career politicians who are more responsive to special interests than their constituents.
"I think the more legislators we have that have real jobs and real businesses, they're able to come up here and make educated decisions based on the needs of their district rather than the needs of special interests," Denham said.
Denham says if lawmakers reject his proposal, he will take his idea to the voters.
One Democrat called Denham's proposal, a stunt, designed to get him more attention.
California voters approved a full-time legislature in 1966.
