Police say the suspect apologized and dropped to his knees when the victim broke down crying.
The video also shows him hugging the woman, who says he told her he hated committing the crime, but had no choice.
The man faces a charge of robbery after taking off with her cell phone and 20 dollars from the drawer.
He turned himself into police after his mother saw his picture on TV.
