Vargas was shot by officers Tuesday near McKinley and Cedar. It's still not clear if the man was armed.
Witnesses said the man was driving the wrong way down McKinley. His red S.U.V. ended up in the front yard of a house.
Neighbors flagged down a passing police car.
Police said the officer went up to the driver and told him a number of times to get out of the vehicle, and then shot him.
