26-year-old Federico Ruvalcaba turned himself into Fresno Police Friday afternoon.
The shooting happened near the area of Hughes and Dakota. Officers responded following a report of gunshots and found a man in his late 20's shot once in the chest.
He died a short time later. Police have not released his name. Investigators spent the overnight hours, talking to witnesses and say it appears the shooting started with an argument between neighbors ... adding it was not gang violence.
Officers say that Ruvalcaba has no prior history of violence. This is the 28th murder in Fresno this year compared to 21 at this time last year.
