The city doesn't want us to reveal exactly how it works, but it involves several layers of protection and a surveillance system. Police caught 39-year-old Lance McClain of Madera trying to break into one of the boxes Friday morning, thanks to the surveillance.
Janet Stoll-Lee with the Clovis Police Department said, "He actually hid in the bushes when he saw police coming to the park, so pretty much red-handed because he was right by where the theft was taking place."
The lids cost $150.00 each -- so the city is slowly replacing old street light lids with the new ones.
