Fresno City College classrooms overflowed with students. Some of them sat in stairways. The crowds are coming to community colleges partly because enrollments are shrinking at state universities. They also cost about one-tenth as much.

Enrollment at Fresno City College has stayed at a high level since 2008 even as the school cut some classes. Reedley College saw its enrollment climb more than five percent this year.
