The fee would add about three cents to a 12 ounce bottle of beer, four and a half cents to a six-ounce glass of wine and three and a half cents to a standard drink.
The city controller's office says the proposed fee would pull in about $16 million a year.
The money would be used to help cover medical costs linked to alcohol abuse. The alcohol and hospitality industries argue the bill would hurt businesses and kill jobs.
