Alberto Rodriguez is accused of repeatedly sexually abusing children under 14 years old.
Over the past 20 years, he and his wife have cared for 60 foster children. So far five female victims have come forward. Rodriguez was also a children's pastor at valley West Christian Center. The lead pastor says once he heard the claims against Rodriguez, he confronted him and went to authorities.
The abuse dates back 20 years. Investigators say based on the close contact he had with many children, there could be more victims. Rodriguez is in isolation at the Madera County Jail.
