Scot Townsend cited public scrutiny and threats to him and his family in his letter of resignation.

Townsend earned less than city managers in bigger cities like Fresno and Visalia, but at $143-thousand dollars a year, he earned much more than the city manager in Kingsburg, which is about the same size.

The city of Lindsay also paid Townsend's health and retirement benefits, bringing his total compensation to about $220-thousand dollars.

The city council will select an interim city manager Tuesday. City council members earn $50 a month.
