The pest is already causing millions of dollars in damages to apple crops in the Mid-Atlantic region.
It's native to Asia and began appearing in the U.S. in 2003. The pest is now in 33 states, including California.
The insect has no domestic predators and researchers say insecticides can reduce but not eliminate the problem.

The beef industry is enlisting college students in its public relations fight for America's hearts and stomachs.
The National Cattlemen's Beef Association is offering an online program called the Masters Of Beef Advocacy, or MBA for short. Students who complete the program speak to school groups and civic clubs or build online buzz through social media.
The program is popular at public universities with strong agriculture schools. Animal rights activists find the program offensive and say colleges shouldn't be dumping grounds for propaganda programs.
