Rosalba De Gils Flores was arrested at her home in Madera.
Flores was booked at the Madera County Department of Corrections and is being held on a $10 thousand bond.
Last week a poodle mix named Clover died after being rescued from a home by animal control officers.
The dog was tied to a pole with a rope digging into its neck.
Clover was in the care of Flores.
Officers tell Action News another animal was taken from the same property more than a year ago.
