Investigators arrested Josue Hernandez-Estrada, 28, for attempted murder and rape. He was pulled over Tuesday night after Visalia police put out an alert to look out for a white Ford Explorer.
The car was seen on downtown surveillance video, following the victim in the early hours of Monday morning.
Investigators say the 56-year-old victim was found with severe head, neck and body injuries on Locust near Main Street.
Sgt. Amy Watkins said, "The downtown community was obviously shocked by this occurrence I think it kind of reestablishes that people need to be careful regardless of where they are."
The victim remains in critical condition.
Josue Hernandez-Estrada is expected to be arraigned on attempted murder and rape charges on Friday.
