Debate on Fresno's water rate hike gets heated

The mayor said the city's aging plants need an upgrade to ensure clean water for future generations. City leaders believe construction of a new facility will also pump up production. The plan comes with a more than $400 million price tag.

Council members have approved a monthly rate hike. Mayor Swerengin believes it's a necessary increase, but opponents say it's too expensive for residents.

Opponents are heading to court to pave the way for a ballot measure so residents can vote on an increase.

The city of Fresno is holding two open houses to hear from the public about the water issue.
