Brandon Monroy was pulled over near Lubbock, Texas, on Sunday. A trooper says Monroy, who's from Tulare, was driving recklessly when they made the stop.
After Monroy refused to identify himself, the trooper says they tried to arrest him and he resisted. That's when the trooper says he shot Monroy.
The trooper has since been placed on administrative leave.
