A 21-year-old man is accused of rubbing a 12-year-old boy's feet on his genitals and it was all captured on video, court records show

HOUSTON -- A 21-year-old man is accused of rubbing a 12-year-old boy's feet on his genitals, and prosecutors say it was all captured on video.

Earlier Wednesday, Hooman Akbarzadeh-Azarm appeared in front of a judge. The 21-year-old is charged with indecency with a child. Prosecutors say it happened in the Katy neighborhood where he lives. The victim's mom, who did not want to be identified, was relieved.

"I (was) confused this time," she said. We asked if she was glad charges were filed, "Yea I'm very glad," she said.

Prosecutors say on April 19, Akbarzadeh-Azarm walked up to a 12-year-old boy playing basketball in front of his house. They say he approached the boy, and asked the child to remove his shoes.

"The defendant removed the child's shoes and applied the child's feet to the defendent's penis (over his clothes)," said prosecutor Jamie Felicia.

However, no one may have known about the alleged incident if the man hadn't come back to apologize to the victim's family a week later, to apologize.

"It was when he approached the boy a week later that the Sheriff Deputies were called," said Felicia.

Prosecutors say a neighbor's surveillance camera captured the incident on video. Neighbor Ruben Vaquera, who is about the same age as the victim, remembers when the suspect was arrested.

"I see a bunch of cops in the house and they were armed, and I see people talking," recalled Vaquera.

Now, prosecutors tell Eyewitness News they believe there may be other victims because Akbarzadeh-Azarm told investigators that he usually just massages their feet, and he took it a little far this time.

In court Wednesday, the judge told Albarzadeh-Azarm to surrender his Iranian passport if he bonds out.
