FRESNO, Calif. (KFSN) -- If you live in Fresno, you can expect your water bills to go up after a big vote at city hall Thursday night. Six council members voted yes to the Mayor Ashley Swearengin's proposal for a $429,000,000 upgrade to the city's water system. Sal Quintero was the only person who voted no.

The plan includes a new surface water treatment plant in Southeast Fresno. The average bill is expected to jump from $24 to $48 dollars a month over five years. The new rates are expected to go into effect at the end of March.
