His body was discovered just after 8 pm near V Street.
Officers say someone noticed a pair of feet sticking out from under a blanket. When they went to check on the person, there was no response.
Investigators say the man had been dead for several days.
Detectives are now working to determine what caused his death and whether it involved violence.
