"This is yet one more piece of legislation that we're going to have to deal with," said Chief Jerry Dyer, Fresno Police.
How cities and agencies will handle these new marijuana guidelines are still a bit cloudy, but Fresno Police Chief Jerry Dyer worries easier access to pot could bring more crime and violence for a department that's already stretched thin.
"Alcohol sales at fairs are for 21 and older, but sometimes that alcohol gets in the hands of people underage. Regulating that is one more thing our department is going to have to do to work with the fair and make that happen."
But Hezekiah Allen, Executive Director of the California Growers Association, said that is not the case. Governor Jerry Brown and lawmakers have settled on a number of regulations to protect consumers and public safety while ensuring taxes will be collected from what many are calling a $7-billion a year industry.
"This will require those businesses to have an office to keep records to check ID's and ages and doctor recommendations-- a lot of things that really are required."
The marijuana provisions are part of the state budget agreement that is expected to pass sometime Thursday.
"No secret that Fresno is a more conservative county-- there's a lot of opportunity there but were trying to move slowly. We know not everyone is quite there on the issue yet," said Allen.
Many Valley cities are still deciding how they will handle the sale of marijuana when it becomes legal next year.
